Strukturelle Rahmen- bedingungen in der Altenpflege Versorgungssituation in vollstationären Altenpflegeeinrichtungen – eine Fallstudie (Teil 2)

Um dem zunehmenden Fachkräftemangel in der Pflege zu begegnen, sind neue Konzepte zur Problemlösung erforderlich. Um diese entwickeln zu können, ist es zunächst notwendig die Versorgungssituation in Altenpflegeeinrichtungen zu ermitteln. Methode: Es wurde ein Fallstudiendesign gewählt. Die Datenerhebung erfolgte anhand eines adaptierten, fokussierten Experten-Workshop ergänzt um die Theory-of-constraints. Ergebnisse: Die pflegerische Versorgung wird durch kontinuierliche Aushandlungsprozesse um Ressourcen und Leistungen bestimmt. Diskussion: Als Hauptursache können rechtliche Rahmenbedingungen bestätigt werden, die einer angemessenen Versorgung entgegenstehen. Sowohl die Feststellung der Pflegebedürftigkeit als auch die Pflegesatzverhandlungen sind zu Ungunsten des Pflegebedürftigen konzipiert.
